The Finance Officer performs professional level accountant duties, and will be responsible for supervising a small staff of technicians, so interpersonal skills are required. Work includes posting revenue and expenditures to the general and subsidiary ledgers as well as preparing and posting recurring and adjusting journal entries. Investment management duties include assisting with debt financing, investing idle funds to comply with N.C. General Statues and processing investment transfers in a timely manner. Additional duties include participating in the development of the County’s annual operating and capital improvement budget, projecting revenues and expenditures, on-going maintenance and administration of the fiscal year budget, processing and authorizing budget revisions, and administering all project ordnances and grant funds. Work is performed under the general direction of the County Commissioners and County Manager and is evaluated through conference, reports, and independent audit of financial records.

Knowledge, Skills, and Abilities: Must demonstrate the ability to plan, organize, supervise and successfully execute the operations for the finance department including the disbursement and accounting of all funds, implementing and enforcing internal audits, preparation of payroll, accounts payable, investment funds, management of dept service obligation and the preparations of all financial and grant reporting as required. Candidates must have demonstrated experience reviewing, balancing and approving payroll remittances and balancing bank statements.

Requirements: The minimum education and experience requirements include graduation from a four year college or university with a B.S. / B.A. in accounting, business administration or a related field with three to five years of progressive finance experience or an equivalent combination of education and experience.
